The President said he did not think it necessary for the Council to take any action concerning this Negro question, since it is a matter that the Board will have to decide; but he told the members that if any of them, as individuals, wished to give their opinions concerning it, pro or con, he would be glad to have them do so. However, he said he believed thdt the Board already knew the general feeling of the students and the faculty membors in the matter.

Dr. Perry inquired whether the Negro who will ask to come is a high type of individual who promises to be a credit to the institution; and the President replied that the person has a master's degree already but wishes to take additional work in education to qualify for a teaching certificate, and that he thought he would be a credit to an institution. Dr. Perry expressed his feeling that this would be an important consideration in the transition period; and President Woodward commented that "If we should decide to open the doors now to Negroes, we have a suitable person to admit as the first one."

Mr. Cain observed that the transition has been very simple in other border states—in West Virginia, for example, where the transition was made very successfully.

Dr. Barker asked whether the Negro student asking to come is acting on his own or if he is being encouraged by others who would like to make an issue at this time. President Woodward replied that he did not know if he had any encouragement among students or faculty members.

Announcments by Dean Buckner

Call Meeting of Council

Dean Buckner said he had a matter to present for action of the Council but that time would not permit taking it up at this meeting. He then announced a call meeting of
the Council for the following Friday so that action might be taken on the requests of two students who had attended Central but who did not finish their work here and now want degrees.

Grade Reports Due
Council members were reminded that the I and F grade reports are due tomorrow, October 11, for the first period. These should be in, at the latest, by Monday noon, he said. Quarter grades will be due November 6; and I and F grades for the third month will be due December 6. Blanks provided by the Dean's Office should be used for these reports. Teachers are to make a report for each class, whether or not there are any students to he reported as making I's or F's, the Dean reminded them.

Courtesy Fund
Dr. Buckner called attention to the Courtesy Fund that is maintained by the faculty. The fund is almost depleted, he said. According to the plan that has been used in the past, Professors contribute $1.50 to the fund, Assistant and Associate Professors pay $1.00, and Instructors pay 50 cents.
